The City of Dickson is designated as a Municipal Separate Storm Sewer System (MS4) and through their NPDES stormwater discharge permit with the State of Tennessee is required to develop a Stormwater Management Program.


The intent of the permit and program is to protect the water quality of the Waters of the State (streams, rivers, lakes etc.) and is passed down from the Federal Clean Water Act. This permit allows the stormwater runoff within the town limits to discharge into the streams as long as certain minimum measures are met.


There are six components of the Stormwater Management Program:


  • Public Education
  • Public Participation
  • Illicit Discharge and Elimination
  • Construction Site Stormwater Runoff
  • Permanent Stormwater Management
  • Municipal Good Housekeeping for Pollution Prevention
